We attended the Vistancia Community Neighborhood Meeting about “FIVE NORTH at Vistancia” (aka the commercial core) on Wednesday, June 7th. As promised, here is our recap plus info on where you can find the full details about the project. MAIN TAKEAWAYS: -This is the same developer that built the 4 Vistancia housing communities (Trilogy, Blackstone, The Village, and Northpointe) over the past 23 years and they have been committed to creating a high-quality product that they are proud of in Vistancia -The developer is requesting an increase in the total # of residential units by 1,500 in ALL of Vistancia to put in additional multi-family units in FIVE NORTH -The increase would take the total number of residential units from 10,500 to 12,000 in ALL of Vistancia (10,100 of those are already single-family homes in the 4 Vistancia neighborhoods) - The # of residential units was decreased in 2012 from 17,334 to 10,500 in response to decreased market demand at that time -Now the developer is asking to add some of those units back via this amendment (the 16th amendment to the plan in 20+ years) to adjust to the changing market and needs in order to finally make this project a reality - Bringing in high-quality restaurants and retail is NOT possible without the additional residential multi-family units in FIVE NORTH (this has been the message we have also received in talking with many of the businesses we are trying to recruit) - "Section 8 is not part of this plan" as stated by the developer - If this doesn’t happen NOW, then the alternative will be for the developer to sell off the land, parcel by parcel, and it will get developed with NO cohesive plan (places that are itching to open here are auto parts stores, nail salons, thrift stores, fast food, dentists, etc. and all are permitted under the current zoning, however, that is not the quality of tenants the community wants in Vistancia or that FIVE NORTH plans include) For more information, please see https://www.visitfivenorth.com and https://zoningvist.com which includes the FULL PRESENTATION of slides from Wednesday night addressing schools, water, etc. Questions? Funding for future phases of Paloma Park was removed from the 2023 City of Peoria, Arizona Government's Budget at tonight's City Council meeting. This was simply because there are no plans to begin construction in 2023 (not unexpected with how expensive construction currently is) and it was a matter of balancing the budget. However, we DO expect that there will be a question of whether or not to build out the remaining phases of the park in the future and WE HOPE ALL NORTH PEORIA RESIDENTS ARE PAYING ATTENTION WHEN THE TIME COMES. We have virtually NO events north of Bell Rd. because there is no venue to host events! Almost all city events are held in Old Town or at the Peoria Sports Complex. Paloma Park was supposed to provide an event venue, amongst other amenities, for the north half of Peoria, which is rapidly increasing in population and still has tons of room to grow. Unlike Rio Vista Community Park, Paloma Park in it's current state is very limited for hosting events because there are not enough parking spaces or entrances/exits to host a substantial crowd. We hope the 2024 budget will include the expansion of Paloma Park to serve the needs of our growing community! UPDATE regarding Fry’s at Vistancia Point posted 3/27/23: (SE corner of El Mirage Rd. & Lone Mountain Pkwy.) -Fry’s is not scheduled to open until the end of 2024 -There will be a Fry’s fuel center on site along El Mirage Rd. -There are no confirmed tenants in the other buildings this far in advance -There is no way to know yet what will happen to other stores when Kroger/Fry’s merges with Albertson’s/Safeway. We will continue to follow news on the regulatory measures with the merger and keep you updated as we learn more. The zoning was already in place for this so there was NOT a required public process for residents to be involved in. Residents did submit feedback to the city and that feedback was presented to the developer. They made changes to the design based on that feedback. Unfortunately they did not agree to meet with a small group of community members (including us) so this was the best we and the city could do to provide public input on this project. The 2 hotels are the Hilton Home2Suites and the Springhill Suites. The drive-thrus have not been announced yet but it is rumored that one may be a Dutch Bros. They turned over a piece of their land to Village at Pleasant River for phase 2 of their project, however, that could be for a number of reasons such as assistance with building the ingress/egress. We are working on trying to confirm all of this. -On the North side of Happy Valley between 113th and 115th there will be a small retail complex. Tenants are unknown. We have been told that at this time the developer does not have interest in small local businesses as tenants. -A battery storage facility for APS is planned to go in on the SE corner of Happy Valley Rd. & El Mirage Rd. -The fuel station and convenience store at Carefree Hwy. & Lake Pleasant Pkwy. will be a Shell station. We do not have a timeline for opening but it is well underway so we expect it to be open in a few months. -Cibola Vista Mini Storage is moving forward with seeking a permit from the city's Planning & Zoning Commission to build a storage unit on the West side of Lake Pleasant Pkwy. across from Cibola Vista. -The project with 2 hotels, a drive-thru, and a restaurant is planning to move forward at the NW corner of Lake Pleasant Pkwy. & Jomax. There are no zoning changes so it does not need city approval beyond design input. -We're working on getting more info on the proposed Prestige multi-family complex at the NE corner of Lake Pleasant Pkwy. & Jomax but we do not have any info at this time. -The fence that went up on the NE corner of 83rd Ave. & Happy Valley where The Trailhead is planned is just there for liability purposes. We are unsure if the equipment on the land is just being staged there for the building of Aloravita, or if is related to The Trailhead.
